GOVERNING COUNCIL

·         The Governing Council is the administrative body of institute. It is constituted as per the norms of AICTE, New Delhi, Affiliating University Visvesvaraya Technological University (VTU) and Director of Technical Education (DTE) Govt. of Karnataka.

·         The Governing Council approves the mission and strategic vision of the institution, long term plans and annual budgets in accordance to meeting the interests of the stakeholders. The Head of the Institution is appointed as the Member secretary of GC. 

·         The council ensures the establishment and monitoring systems of control and accountability including financial & operational controls and risk assessment; clear procedure for handling internal grievances.

·         Governing Council monitors the institutions performance against the plans approved; and also benchmarks this against other institutions wherever possible.

·         The Governing Council should ensure the achievement of the mission and vision of the organization; future academic plans and research activities should be promoted by providing direction of implementation and overall monitoring of the activities.

·         Governing Council must approve the budgetary allocation towards infrastructure, academic expenditures, staffing and R&D.

·         The Chairperson is responsible for leading the governing body, is also responsible for its effectiveness and shall ensure that the institution is well connected with the stakeholders.

·         The Chairperson is supporting the head of the institution in execution of the programmes.

·         Frequency of meeting of the Governing Council is minimum three to four times a year or whenever necessary.

 

 


 

Major Responsibilities of the Governing Council

·         To uphold the legal stature of the college in view of AICTE, UGC, State Government and affiliating University (VTU)or any other body or agency.

·         To take decisions regarding the intake and addition or discontinuation of any program accordingly recommendations of the Principal to take formal steps with the affiliating body to put this into action.

·         Fix the fee structure and any charges applicable in accordance with the recommendation of the Budgeting Committee and prescribed fee structure of affiliating university.

·         Extension, Renovation or Procurement plans recommended by Central Planning and Budgeting Committee.

·         Decide the promotions or penalties as recommended by the Principal

·         Approve the budget and recommend necessary corrections.

·         Nominate and constitute other central committees for smooth discharge of responsibilities.

Powers and Functions of the Governing Council

The Governing Council shall exercise powers and discharge the functions as follows:

·         Ensure proper management, maintenance and custody of the institution in relation to land, infrastructure, equipment and funds, including loans and grants received from AICTE, Central Government and Government of Karnataka.

·         To ensure good condition of the campus.

·         Instructions are imparted in accordance with norms and standards prescribed by Government of Karnataka and affiliating University.

·         To ensure approval of appointment of staff by way of selection committee of the institute in accordance with the norms prescribed by AICTE and Government of Karnataka.

·         To ensure implementation of provision of acts, instructions, rules and regulations prescribed by AICTE and Government of Karnataka in matters of service conditions of staff relating to appointment, leave, Provident Fund, age of retirement and disciplinary actions.

·         To ensure observance and compliance of instructions issued by AICTE, Government of Karnataka and affiliating University.

·         To submit reports and returns from time to time to AICTE, Government of Karnataka and affiliating University.

·         Create peaceful and favorable atmosphere for study free from ragging.

Powers and Functions of Chairperson of Governing Council

·         The Chairperson shall intimate the date of the Governing Council meeting to the Principal-cum-Member Secretary for arrangement of Governing Council meeting.

·         The Chairperson shall ensure that the decisions taken in Governing Council meeting are implemented by Member Secretary.

·         The Chairperson shall ensure that the Governing Council is functioning properly to meet the mission of the Institute.

Powers and Functions of Member Secretary of Governing Council

·         Member Secretary of Governing Council of the Institute shall be the Principal, who executes the decisions taken in the Governing Council on behalf of the Governing Council.

·         By the order of the Chairperson, Member Secretary shall arrange the Governing Council meeting. In case of unfavoring situations, he/she will intimate the cancellation of the meeting the Chairperson and other members of the Governing Council.

·         The Member Secretary would maintain the properties of the institution and remain in-charge of it, the title deeds and papers related to the need of the institution.

·         He will exercise powers and functions as maybe imposed and assigned by the Governing Council from time to time.

·         The Member Secretary would issue appointment letters to the staffs selected by the Recruitment Committee after the approval from the sponsoring trust and the Governing Council of the institute.

4. Anti- Ragging Committee

Following are the responsibilities of this committee:

1.     To publicize to all students and prevalent directives and the actions that can be taken against those indulging in ragging;

2.     To consider the complaints received from the students and conduct enquiry and submit report to the Anti- Ragging Committee along with punishment recommended for the offenders;

3.     Oversee the procedure of obtaining undertaking from the students in accordance with the provisions;

4.     To provide students the information pertaining to contact address and telephone numbers of the person(s) identified to receive complaints/distress calls;

5.     To offer services of counseling and create awareness to the students;

6.     To take all necessary measures for prevention of Ragging inside the Campus/ Hostels.

5. Anti-Sexual Harassment Committee

Sexual Harassment is a very sensitive issue and the students facing such problems will not be in a mind-set to address complaining such issues. Thus this committee is constituted and powers are vested in the hands of the committee to take stringent action on students involving in such activities. 6. Students Grievances Redressal Committee

Adolescence students who come from various backgrounds to study face a lot of problems. Besides a number of distractions are available to take them off their path of learning. Thus to address the numerous problems of the diverse students from varied backgrounds, the students grievance redressal cell was formed to resolve the issues of the students. Following are the responsibilities:

·         To develop an organizational framework to resolve Grievances of Students and other stakeholders

·         Shall verify the facts and try to redress the grievance within a reasonable time, preferably within a week

·         To enlighten the Students on their duties and responsibilities to access benefits due under the policies

8. Women Empowerment Committee

This committee of the college addresses issues regarding to the empowerment of the women staff on the campus. The committees’ role is in ensuring that the powers are also vested in the hands of the women.

11. Examination Committee

This committee monitors the Continuous Internal Examination (CIE) and university Term End Examinations (TEE) conducted in the college. Starting from the notification of the exam till the declaration of the results, the committee manages all the activities in co-ordination with the heads of the departments ensuring smooth running of the entire process. Following are the responsibilities of this committee:

·         Shall distribute the Exam Forms of the University  to regular students (the fees for the same are collected as part of the college fees) and collect them back after having them duly filled in

·         Shall put up notice inviting  students to have the exam form collected and returned in due time

·         Shall prepare relevant time tables for our College based on the Examination Time Table of the VTU

·         Shall make the Block and Seating Arrangement and display them on the concerned Notice Board/Website and Blocks

·         Teaching faculty shall give  their  invigilation duty  preference  dates  to  the  Exam  Committee  in  the specified format through Online. Allotment of block is allotted as first cum first serve

·         Shall ensure that adequate stationery, like answer sheets, drawing sheets, charts, graph paper, drawing boards, trays, threads, water jugs etc. are made available.

·         Shall hold a pre-exam meeting to brief the members of faculty with   regard   to   the   examination   procedures   and   the   role   and responsibilities. A report of same shall be submitted to the Principal.

·         Shall prepare the answer sheet bundles subject wise after each exam session and submit the same to the university.

12. Counseling Committee

It is an essential committee in the college addressing issues of students. Following is the function of the committee: Staff coordinator for student counseling in each programme is decided by the head of the department.

 

The counseling coordinator is responsible for:

·         Allocation of set of students (mentees) to each faculty member (mentors)

·         Dissemination of the detailed terms of reference of the mentoring system to the mentors.

Each mentor is responsible for:

·         Studying the terms of reference of students mentoring given by the counseling coordinator.

·         Implementation of the mentoring system by counseling each of the allocated mentees for the discussion and follow up of the things such as academic performance, attendance status and participation in co- curricular and extracurricular activities and related grievances etc.

·         Conducting counseling after declaring result of each internal assessment.

·         Submitting the comprehensive report of each the counseling to the counseling coordinator.

·         Effectiveness of the mentoring system is verified by counseling coordinator, HoD and dean academic of the institute.

13. Purchase Committee

This committee is responsible for all the Financial sanctioning activities in relation to the purchase of the equipment/service for various purposes. Following are few of the responsibilities of this committee:

·         To analyze quotations and provide recommendation for approval of any service/equipment.

·         To ensure all documentation is accurately completed.

·         To ensure that the supplies/services quoted for comply with what was requested on the Request Report.

·         Seek clarification from suppliers/service providers where necessary.

·         To request technical input from relevant staff as required.

·         Ensuring proportionality, transparency, accountability and fairness in the procurement process

·         Ensuring all relevant documentation is prepared prior to meeting with the head of the institution.

·         Involvement in the evaluation discussion of all kinds of procurements.

14. Library Committee

Books and other e-learning media are very essential for gaining knowledge as learning is a continuous process. Faculties and students require resources to attain knowledge for the day-to-day requirements. The Library Committee ensures all these requirements are fulfilled through the Member Secretary and the inputs from the other members. Following are few of the responsibilities of this committee:

·         To frame general rules for the management of the Library

·         To advise the Librarian regarding general library development

·         To prepare the annual budget estimates of the library.

·         To allocate funds, from the sanctioned annual budget of the library, for Procuring books, Technical Journals, Technical Magazines, Applying for access to E-Journals etc.

·         To arrange for the stock taking of the library

·         To prepare and submit to the Dean-Academic, an Annual Report summarizing the activities and achievements of the library

16. Sports and Extra-Curricular Committee

Parallel to studies, in order to give motivation and an opportunity to excel in sports to interested students, this committee looks into the needs of budding sports persons. The college campus has facilities and equipment for a number of sports, for which there is good participation &boys and girls, pursuing undergraduate and postgraduate programs. Students participate in the sports, helping them to perform well in college events at state and national levels. Following are few of the functions of this committee:

·         To create zeal amongst students and faculty members towards sports

·         To organize training, coaching and education in sports for everybody so that they can learn to keep themselves physically fit.

·         To enhance the interest of participants in the field of sports.

·         To promote every individuals’ health, physical well-being as well as the acquisition of physical skill among the students.

·         To serve the interests of the student’s community in competitive sports and other recreational activities i.e. both indoor and outdoor.

18. Entrepreneurship/ Innovation Cell Committee

Entrepreneurship/Innovation Cell [EIC] is established to assist students, entrepreneurs, including Institutes’ faculty, with pre-venture, start-up or existing business with financial management, marketing, technology and product development and commercialization issues. Responsibilities of this committee are:

·         To foster better linkages between the Parent Institution, Industries and R&D institutions in the region and other related organizations engaged in promoting Small & Medium Enterprises (SMEs)

·         To catalyze and promote development of Enterprises and promote employment opportunities.

·         To respond effectively to the emerging challenges and opportunities both at national and international level relating to SMEs and Micro Enterprises.

·         To create awareness on entrepreneurship among the students.

This committee is the heart of the institution that looks after the aspects such as training, placements, career guidance etc. Following are the responsibilities of this committee:

·         Interacting with the HR representatives of Corporate Organizations, arranging a meeting with them, arranging necessary infrastructure to conduct the placement drive, and conducting and holding the on and off campus.

·         The committee plays an important role in developing and maintaining a sustainable and long-term relationship with the corporate world.
